Environmental Management Solutions was established in 2003 with the objective of offering a broad, high quality environmental consultancy service. EMS was born from this objective and overseen by owner and director of the business Jamie Perkins-Best.
EMS aims to assist businesses with all their environmental needs and help them to comply with asbestos regulations. This also includes assistance to comply with ‘Building Control’ or ‘Planning Conditions’.
EMS have achieved consistent growth within the Asbestos Consultancy sector year on year throughout the UK. In 2017 we began working in Europe and aim to strengthen this side of the business going forward. EMS’s commitment to be a market leader in industry standards has undoubtedly contributed to its substantial growth year on year, to become a nationally recognised asbestos surveying consultancy.
The business has expanded from a two-person- team based in Hereford, to a multi-departmental organisation, working throughout the UK and Europe and continuing to grow.

Jamie has over 20 years of experience in the asbestos industry as an asbestos consultant. He is p402, p405 and IOSH qualified with excellence technical knowledge of regulatory procedures and health, safety and quality. Jamie takes an active role in the company, including site work and training.
During his career, Jamie has been instrumental as an asbestos consultant on many large projects. These have included large PFI hospital demolitions, high value, multi-million-pound industrial projects, nuclear power stations and rail projects. Alongside these large individual projects, Jamie has also advised clients with significant property portfolios including major UK high street retailers and several NHS Trusts. Jamie’s expertise and wealth of experience has meant that he has not only coordinated survey projects for these clients, but also implemented strategic asbestos management programmes to ensure effective management of asbestos and ensure clients meet compliance fully.
Senior Lead Asbestos Surveyor
Alistair is an experienced Senior Asbestos Surveyor and has been with EMS since 2013. Alistair has had a career working within the asbestos industry, including working as a Laboratory Senior Analyst, Senior Surveyor, Project Manager and Technical Officer. Alistair qualified for all levels of UKAS accredited survey and reports and also experienced at designing and implementing asbestos management plans
Alistair is both P402 (Building Surveys and Bulk Sampling for Asbestos) and S301 (Asbestos and Other Fibres) qualified and is also one of very few in the UK to have MSC in Pollution Control; Surveying, Sampling and Analysis on Asbestos Materials.
Alistair is vastly experienced at project management and manages many of our long term and large clients including multiple housing association contracts.
Technical Manager and Senior Asbestos Consultant
Joanne Page is one of our Senior Consultants at EMS and has been with the company since it was founded in 2003. Jo is a P402 (Building Surveys and Bulk Sampling for Asbestos) and S301 (Asbestos and Other Fibres) qualified lead surveyor of all levels of UKAS accredited surveys.
Jo has project management experience over a vast range of large scale projects including local authority units, NHS, schools and extensive factory projects. She relishes the challenge of complex mid-20th Century industrial sites and particularly enjoys confined space work. Her experience has given her a wide ranging product knowledge and eye for asbestos contamination both within buildings and during ground investigations.
Jo has also a breadth of experience designing and implementing asbestos management plans on projects of all sizes as well as a role in provision of staff training and quality control.
Jo has contaminated land, mining, landfill and geotechnical experience including preparing detailed desk studies, conceptual models, preliminary risk assessment and design and execution of ground investigations.
As Quality Manager, Rebecca is responsible for ensuring all aspects of quality control are adhered to and that the system is managed in line with UKAS requirements in accordance with ISO17020 and ISO17025. In addition, Rebecca is a lead Lead Surveyor undertaking management and refurbishment/demolition asbestos surveys of all sizes and building types including housing, commercial, and industrial and producing UKAS standard report. She has over seven years of experience working with the asbestos and construction industry. Rebecca is also a bulk analyst in UKAS accredited laboratory.
Business Development & Marketing Manager
Lucy is degree educated and responsible for Business Development and Marketing opportunities within the company. She has a strong working background in client care, project management and client management.
Lucy is client driven and takes an active account manager role for clients on some of our largest contracts, her key skills include customer service and contract monitoring and performance.
