EMS Asbestos Surveys
Asbestos Surveys are required for many reasons; there is a legal duty for non-domestic which is normally satisfied with a management level survey. Refurbishment and demolition surveys are required for all properties prior to works.
Asbestos surveys are carried out in accordance with HSE guidance HSG264 Asbestos: The Survey Guide. HSG264 sets out two levels of survey: Asbestos Management Survey or a Refurbishment/Demolition Asbestos Survey. The survey required will depend on the reason the asbestos survey is being commissioned.
Control of Asbestos Regulations 2012 place legal responsibility on duty holders of any non-domestic premises to manage any present asbestos. The first step of asbestos management is to identify the location and condition of any asbestos within the premises. The initial survey is only the first step of asbestos management. As part of the on going process, regular inspections of all asbestos containing materials is required. EMS are now UKAS accredited to offer these re-inspection services.
The Control of Asbestos Regulations 2012 also state it is a legal requirement to undertake a suitably intrusive asbestos survey prior to any intrusive maintenance, refurbishment or demolition works. This level of survey is called a Refurbishment/Demolition Asbestos Survey.
The duty-holder (building owner, tenant or contractor) needs to be clear on the type of survey needed, where the survey is needed, and what records should result before commissioning the survey.
The Duty Holder also needs to take responsibility for selecting an appropriate surveyor / surveying company and ensure that they are competent to undertake the work. The HSE strongly recommend that any asbestos surveying company should hold UKAS accreditation.
